The disruptive impact of Starlink on the U.S. outer space security paradigm is rooted in its unique resilient defensive structure. Historically, space assets have shown inherent vulnerability in national strategic force confrontations due to their defensive, stealth, and mobility shortcomings, making them prime targets for adversarial strategic deterrence. In 2015, Russia demonstrated the capability to attack U.S. low Earth orbit (LEO) and geostationary orbit (GEO) satellites. In 2016, Russia also demonstrated the ability to rendezvous and conduct close maneuvers with U.S. satellites, explicitly stating its capability and willingness to consider significant strikes on U.S. space assets at the onset of conflict.37 As U.S. dependence on military satellite networks has continued to grow, the United States has been exploring various strategies to mitigate the destabilizing impact of the anti-satellite technology development by Russia and other nations. Starlink, with its highly resilient and redundant mega constellation deployment structure, provides a new path for the defense of space assets. Indian defense experts have pointed out: “Satellite constellations like Starlink, aside from enhancing combat capabilities, may render conventional anti-satellite weapons obsolete due to their complex and massive structure.”38 With the numerical advantage of satellites, conducting an anti-satellite attack on Starlink or paralyzing the entire system is extremely costly and difficult.
